3.5 Area Safety

3.5.1 The fire separation space between the adjacent plants and their facilities shall meet the requirements of the current national standard Code for Design of Fire Prevention of Petrochemical Enterprises GB 50160,and the fire separation space from the standalone oil depot to the adjacent plants and their facilities shall meet the requirements of the current national standard Code for Design of Oil Depot GB 50074.

3.5.2 The health protection zone between the production area and residential community shall meet the requirements of the current national standard Health Protection Zone for Petroleum Processing Industry GB 8195,Hygienic Standard for Design of Industrial Enterprises GBZ 1,and Health Protection Zone Standard for Petrochemical Industry SH 3093.

3.5.3 The regional flood control facilities shall be planned and arranged in an integrated way,and the flood control criteria shall be determined based on the object to be protected in higher criteria for flood control in the area.Flood control criteria shall not be lower than those specified in the current national standard Standard for Flood Control GB 50201.

3.5.4 Measures shall be taken to prevent the hazardous chemicals and the firefighting wastewater from flowing outside of fence in case of emergency,and prevent the hazardous chemicals and the firefighting wastewater from flowing into the natural waters,such as river,lake and sea.

3.5.5 The spacing from combustible and explosive area and highly toxic area to the enterprise dedicated railway,and to the railway and road in the industrial park shall meet the requirements of the current national standard Code for Design of Fire Prevention of Petrochemical Enterprises GB 50160.

3.5.6 The production area should not be arranged upstream of the passenger terminal,and the spacing between them shall meet the requirements of the current national standard Code for Design of Fire Prevention of Petrochemical Enterprises GB 50160.The loading/unloading terminal for combustible liquid shall meet the requirements of the current industrial standard Code for Fire Protection Design of Oil Loading/Unloading Terminals JTJ 237.

3.5.7 The spacing between the plant and oil-gas field shall meet the requirements of the current national standard Code for Fire Protection Design of Petroleum and Natural Gas Engineering GB 50183,and the spacing from the administrative area and occupied building to the oil-gas well shall not be less than 100m.

3.5.8 The regional public road,railway and overhead eletrical power transmission line shall not cross over the plant production area.

3.5.9 The regional flood channel should not pass through the plant area,if it is really necessary due to constraints,safety assessment shall be made,and the flood channel shall be in accordance with the following requirements:

1 The drainage capacity of flood channel shall meet the requirements specified in the flood control standard.

2 Necessary safety measures shall be taken to prevent the combustible liquids,hazardous chemicals and firefighting wastewater from directly draining into the channel in case of emergency.

3 The regional flood channel shall be located away from the production unit and facility with potential leakage of oil and gas.

4 Water drainage pipeline in the plant production area shall not be directly connected to the regional flood channel.

3.5.10 Passageway shall be provided between the inland bund of sea dike and the facilities in the combustible and explosive area,pollution area and highly toxic area for flood control and rush repair purposes.

3.5.11 If the plant is located near to the airport,the plant site shall meet the clearance requirements of the airport.
